Half right. Given a fixed amount of acetylene, when the flame has too little oxygen and hence is on the carburizing side, more oxygen will increase the heat produced by the flame until the flame becomes neutral. Further oxygen increase will take the flame into oxidizing side and the total heat will be lowered because unburned oxygen cools the flame down.
