Why are some packages in performance shop in Need for Speed Underground 2, locked even if i finished the game?

I finished NFSU2 (i done all races in World map to, so I done all 100% of game) but some packages are still locked? What I have to do, to unlock packages?

it could be some sort of special event that you missed or a secret area that you have to find
