Welding Cylinder

I have a 36 inch cylinder. I want to put a cone on the top so that it will fit perfectly and can be welded on.

Th cone must have a peak of 5 inches. what would be the Diameter (X) of the circle that you would need to make the cone out of a flat peice of steel? What Would the Arc Length (Y) so that when the sides are joi8ned the cone will have a peak of 5 Inches?
Please include how to work the problem thank you
