Can you weld with a car battery charger?

I heard you could because it was electricity but it sounded dumb to me. Of course i know nothing about welding tools and such. Im trying to learn but dont really have the money for an arc welding machine and i would really like this to be true :]. Thanks!

A wire Feed Welder uses 110 voltage. And there are conversion kits that you can put on a battery to run 110 voltage appliances such as tools. I have not tried it, but would be interested to know if a Wire Feed Welder would work. I am not sure an arc welder can do that since it uses more voltage.
